[sakai2-tcc] Turnitin work from Oxford

The goal is to base the work on the content-review interface (which I
think is used by Assignments2), unless there are some direct calls to
TII, Assignments1&2 shouldn't be affected.

That being said, it could be a good occasion to modify/update the
content-review API if needed.
