[sakai2-tcc] CLA process discussion

For the record, this all sounds right and good to me. While we maintain a contract for this support, it should be Concentra's responsibility, provided that we (to be defined) have ready and unfettered access to the information. I don't think that's in question, but would like to be sure that those who may be called upon to refer to the files understand how to do so.

We're now a single organization with shared licensing values, so a single, non-individual contact point is appropriate, even if there is a bit of per-project variation at present.
