[sakai2-tcc] Dutch Sakai Council page

Hello TCC,


Rob Leeuwen has requested a Dutch Sakai Council page. I have not notified him yet, but in response:

* I created a new space in Confluence called DG: Dutch Sakai Home
* URL - https://confluence.sakaiproject.org/display/DUTCH/
* Permissions - confluence-administrators have all permissions ; confluence-users and jira-users all permissions except restrict, remove and admin access; anonymous has view-only; and Rob has all checked for the space.
