[sakai2-tcc] TCC/CLECC meetings

Hello,

Instead of "ad hoc" meetings, the TCC/CLECC meetings be regular
Calliflower meetings with everyone on the TCC invited? We are not a
big group and it might cut down on the possibility of confusion about
the meeting times.

For me personally, doing this puts the meetings right on my calendar,
which is obviously useful. Now, I don't know what the financial or
logistical effect of this is, so it's just a suggestion.
