[sakai2-tcc] Crowdsourcing the help function in Sakai CLE 2.10

Hi all,

I was wondering what criteria need to be passed so that the Knowledge base tool (https://confluence.sakaiproject.org/display/KBT/Home) is evaluated as a replacement of help in Sakai 2.10 CLE.
