[sakai2-tcc] Proposal: release Sakai 2.9.0 on Friday, November 9 barring any new blockers

Reference (conversion scripts) for rc03 haven't been released yet, just all
of the indies have. I was planning on doing reference in a few hours and
putting it all up on QA03 later this afternoon.

There was another conversion issue that came up for Mysql and Samigo
conversion that we also need to fix in SAM-787.
