[sakai2-tcc] Proposal: release Sakai 2.9.0 on Friday, November 9 barring any new blockers (Voting now open)

A note that this list includes issues that are may only be a problem in
trunk (2.10) and some of these may be incorrectly categorized as criticals
The release team has not had time to inspect all of these issues
individually, and more focus was on security issues and new issues that
were created after Neal started as CLECC.

If you look at the 90 day summary alone, there were 380 issues created, 308
resolved. I mostly feel this is because testing has significantly improved
since Neal has started while development resources have remained constant
or even declined.

Many of the issues on this list are just ones we're going to have to close
as "Won't Fix - No Resources".
