[sakai2-tcc] Vote: TCC Vice Chair

Matt, thanks for stepping forward and volunteering.  The chair/vice chair are critical roles for the CLE and I'm glad to see that there are still members of the committee willing to step forward.   

With one candidate . . . do we really need to vote on this?
