[sakai2-tcc] Sakai 2.9 Skin Change

Feel free to shout me down on this one.

Chuck Hedrick at Rutgers has developed a skin for 2.9 hat looks VERY nice and what I especially like, it loads very fast.

It looks clean and modern as well.  You can make an account here and try it out:

I think I / we went too far in the Sakai OAE homage and it leads to slow jumpy load times.

I propose that his graphic artist change the Red to Blue and we make it the default skin for 2.9.   

I am happy to be told "no".
