[sakai2-tcc] direct urls (including short urls) to tools in the portal

Ok, so this confuses me. It sounds like you are saying that the link
can be shortened but it might not be, so I would have thought the name
would be something like:
"tool.help.direct.url.enabled=true"

If it is called "shortenedurl.portal.enabled" then I would expect the
url will always be shortened. However, it sounds like you are saying
that is not the case.

Am I misunderstanding here or what?
