[sakai2-tcc] for 2.9.1 Conversion script fix

Hi David,

Would you mind describing what happens, or doesn't happen, in the conversion if this fix does not make it into 2.9.1? I take it that it's already been tested? Reluctant to ask the CLE team to add something additional in at this late date, but I understand that conversion scripts are rather important.
