[sakai2-tcc] MSGCTNR-86: change lead to reported issue beign lost

Yea, interesting.  I say create a jira (or use
https://jira.sakaiproject.org/browse/MSGCNTR-671) as the unresolved jira
and modify the title/desc of MSGCNTR-86 to fit the description of what has
been fixed.  Let me know if you don't have permissions to do this.
