[sakai2-tcc] VOTE OVER-RIDE: Functionality Changes for 2.9: CKEditor

Thanks for working on these Noah.  I think CKEditor will end up being
considered as a fairly large improvement for many CLE end users.  Increased
speed, better accessibility, better MS Word paste support are all points
that make users happier.
