[sakai2-tcc] VOTE OVER-RIDE: Functionality Changes for 2.9: CKEditor

Sorry for the late follow-up, but the CKEditor has been approved as the default editor for 2.9 -- the no vote was successfully over-ridden. I'll update the voting results later today.
