Sure. The chat is generally folded into SAK-19813, which is already on the list (by way of Chuck and the portal updates). More specifically, portal-chat is implemented in https://source.sakaiproject.org/svn/portal/trunk/portal-chat/, with JGroups bound in as a dependency.

I'll leave it to others for the pointers to JMS/MessageService work.
