[sakai2-tcc] Enhancement branch merge policy (end period) clarification

Not wanting to distract the main point of conversation too much,  I do think that we need to have a solid common understanding of this type of governance before our LA TCC beauty pageant :)

I like how Megan characterizes things.   The TCC is not the first or primary point of contact - the CLE is owned by the community.   The TCC is there to make sure that if a decision seems to go round and round, that we have a small, focused group that can make yes/no decisions.  The TCC is there so we eventually make progress if community consensus leads to being stuck.
