[sakai2-tcc] Status of Websphere/DB2 support for 2.8.0

I'm not 100% sold on following precedent.    I'd like to know more about the effort/risks so I can better understand how this will impact the 2.8.0 timeline.   

As I see it, there are two camps that have weighed in:   
* Removal from the 2.8 release   
* Mark it as deprecated and slate for 2.9.0 removal.     (I'm not sure where Noah's suggestion of adding logging about the lack of support  impending removal upon startup is)

This still leaves the open question about what to do for the DB2 conversion scripts for the current release. They are indeed broken and no one, including IBM, is working on them.
