[sakai2-tcc] cutting a Kernel 1.0.20 tag

Hello,

Although official support for Sakai 2.6 and, by extension, Kernel
1.0.x has ceased, I think it may be worth cutting a final 1.0.20 tag.

There are four Jira issues with fixes in the 1.0.x branch and
that have a 1.0.20 target version:

KNL-652 Kernel base POM uses deprecated properties
KNL-733 Cannot delete folders created in special areas
KNL-697 Compatibility patch for IE9
KNL-652 Site caching is broken in Kernel 1.1.9

What do people think about this? I am proposing a pure tag from
the existing branch, similar to what was done for 1.0.19.
