[sakai2-tcc] VOTE: Architectural / Library Changes for 2.9

I would actually prefer if we can split this up because I think the
tomcat/jsf stuff may be a bridge too far but the DB2 removal is
actually low hanging.

If there are resources then I am going to register a vote of 0. I am
concerned about the opportunity cost here (low gains for high costs
IMO).
