[sakai2-tcc] Cleaning up versions in Jira

In Jira, if you archive a version it remains in the Jira issues that already have them, but doesnt appear in the dropdowns for future use. So an issue that has 2.7.x as an affects of fix version now, will keep that version. New items or new edits won't have these versions to select. 

It's going to be near impossible to remove them and replace with the correct fix version tag as you'd need to compare dates and figure out when an issue was fixed then see when the next tag was cut. 

I think just archive them and then move on with the correct versions for future issues.
