[sakai2-tcc] Site caching

Given David Horwitz's somewhat tepid endorsement of the patches I think csev's "one week in production" test is insufficient to draw a conclusion one way or another. Let the patches stew at UCT for a couple of weeks and if all goes well we can target them for inclusion in the 2.8 QA tag scheduled for 8/9 March.
I'd also value Chuck Hedrick's opinion on this given Rutger's intention of putting 2.8.0 in production during April/May.
Tag schedule:
22/23 Feb QA tag
8/9 March QA tag
22/23 March QA tag (only if required)
31 March 2.8.0 release
