[sakai2-tcc] VOTE OVER-RIDE: Functionality Changes for 2.9: CKEditor

And for also finding the majority of installations don't even seem to be
using (or know about) the Citations Plugin anyway (SAK-17886) Once it's
visible and active it will be more likely to get more attention and fixes
before the 2.9 release for anything that is critical.
