[sakai2-tcc] VOTE: Architectural / Library Changes for 2.9: DB2 & WebSphere

I agree with the rest that the wording is vague.

I'm +1 with dropping current/future support for db2 and removing anything
that could make it possibly work with db2 since we have no active instances
running it and nobody actively updating db2. It gives a false impression of
support

I'm +1 with moving and stopping any websphere modules from building. We also
don't do any testing on was.
