[sakai2-tcc] VOTE: Tool Promotions & Deprecations for 2.9: News Feeds

-1 Seems like there is a maintainability question here, as others have
already brought up.  I'm fine with things living in contrib,
especially competing tools, just don't see a compelling reason for
adoption here.
