[sakai2-tcc] VOTE: Functionality Changes for 2.9: CKEditor

I think it's important to move to an editor that is supported and
moving forward (in a similar way to keeping up with Tomcat and JSF
versions). While it's not ideal that there are regressions from
FCKEditor to the CKEditor I think making it the default would bring to
the fore the issues that actually matter and get them fixed.
