[sakai2-tcc] DISCUSS: Tool Promotions & Deprecations for 2.9: News Feeds

It looks like the most complex form element on the Options page is the Drag
and Drop ordering that is (was) provided by the wicketstuff.dojo.

I don't believe a valid option is to keep it at an old version, and I don't
think we can continue this functionality if wicketstuff are deciding to drop
it. Upgrading 1.4 and replacing it with something like jquery-ui draggable
seems like the best option. However as Steve said, this would be a decent
amount of work.

The tool is a very nice upgrade over the existing news tool, and it would be
unfortunate if it just stayed in contrib, but without any named support that
might be where it remains.

So the only viable options really are:
1) Someone (or some group) decides to update and fix the drag/drop ui
elements
2) We leave it out of core and in contrib as-is
