[sakai2-tcc] DISCUSS: Architectural / Library Changes for 2.9: DB2 & WebSphere

At the LA Project Coordination Meetings the following architectural /  
library changes were proposed for the 2.9 release: Removal of Support  
for IBM DB2 & IBM WebSphere Application Server if resources are  
identified to complete this work. Ideas included officially remove  
support (i.e. clean up files), leave WAS in trunk, remove the build.  
I'd like to put it to a vote next week, but please share any concerns  
or questions now.
