[sakai2-tcc] Status of 2.8 additions, deprecations, and other changes

One thing I notice from a quick scan of the kernel commits is that it
reintroduces a message bundle into the kernel. Kernel related language
strings where deliberately moved to config so that one could localize
without rebuilding the kernel
