Hello,

Voting has now closed on all 2.8 votes.

First, the "non-controversial"/consensus and ShortenedURLService
proposals have been approved with no -1 votes.

Conversely, the S3/Nakamura Hybrid and Notification Preferences
proposals each received multiple -1 votes.

Given these votes and the questions posed by even those
abstaining (voting "0"), I think more discussion is in order for
these proposals. If nothing else, the proposals themselves need
to be more precisely drafted, something your humble chair will be
paying more attention to in the future.
