[sakai2-tcc] Entity Broker In Kernel

Back in Denver, we talked about splitting EB into two pieces and putting the core bits into Kernel to simplify dependencies across tools.   Have we identified who will do this?  

We should move quickly so folks and the rest of the build can be adjusted dependency-wise.

Remember my comment from the dev list where we keep a null artifact for EB so folks can have backwards-compatible POMs?
