[sakai2-tcc] WebDav in 2.8

I agree with John,

This (a) seems like a 2.9 thing, but (b) seems like something that should start immediately and some school should run it in production for a while.

I would also suggest that some person decide they will act as "point" for this dav and commit to be ready to help from the beginning through the QA and even through production - this is a 1.5 year mission for someone.

Dav is a scary thing because passing developer testing is usually no where near sufficient.
