[sakai2-tcc] Remove axis2 for 2.8

As long as it is not being deployed - lets leave it in for now.

There is a chance that we might implment IMS Full Learning Tools Interoperability by 2.9 and that would need a working axis2 so we might just move it back.

Now with so many tools in the builds, its basically a necessity that the default linux file limit is increased. The suggestion for increasing the limit from 1000 to 10000 looked like it fixed this axis2 startup problem, [1] and we've never had a problem with it here. (but don't use it).

I am not sure how or why axis2 was involved, but as it is unused, we have pulled it from our deployment, and adjusted our server config to cater for more open files. Searching the logs, it seems other people that have had the 'too many open files' error, and in most/all cases, axis2 also makes a mention.
