[sakai2-tcc] Upcoming TCC votes for 2.6 and 2.7

Hello,

The release of 2.6.3 and 2.7.1 is imminent and final testing is 
ongoing under the watchful eyes of Alan and Megan.

It now comes back to the TCC to give final approval for these 
releases and, in the case of 2.6.3, the approval of of the new 
post-2.6 search branch.

This gives us these votes:

- Inclusion of post-2.6 search in 2.6.3
- Release of 2.6.3
- Release of 2.7.1

The 2.6.3 and 2.7.1 votes can be combined.

I am looking for guidance as to the appropriate moment to 
hold these votes. So speak and make proposals.
