[sakai2-tcc] TCC chair and vice-chair elections

I just talked to Seth and suggested that I handle the voting for this round since he is standing for election.  So send your votes for chair and vice-chair to me privately and I'll tabulate the results and announce the winner after the polls close.

P.s.  We've never had to set up private voting booths during MT elections since the nominees have been proposed and elected by unanimous consent (the MT was originally quite a small group; elections were consequently easy to manage).  More than likely, once this first election is completed, nominating and electing the next vice-chair may not require tabulating votes in private.
