[sakai2-tcc] Branch commits without being tested first

Hi all,

Just a gentle reminder that any fixes that go into a branch MUST be tested BEFORE being committed. At the absolute minimum it's got to build and startup. We have a situation where an entire module isn't working in the branch because of a commit that wasn't tested, so now need to back out the change. Luckily this was caught before it was tagged (and no that's not a fishing pun!).
