[sakai2-tcc] TCC chair and vice-chair elections

Hello,

We now are in a position to elect a chair and vice-chair.

In the interest of time, I propose that a nomination period be 
open for 24 hours and that the election be held for 48 hours 
after the close. This gives the following schedule:

Nominations close: 1700 U.S. EDT (GMT -0400), 5 Aug
Elections close: 1700 U.S. EDT (GMT-0400), 7 Aug
