[sakai2-tcc] Draft: TCC governance

Nominate:

1.  TCC chair (serves 6 months)
2.  TCC vice-chair (serves 6 months, then succeeds chair when the latter's term expires)

In the MT, the XO (equivalent of the vice-chair) duties are very light; it is reasonable to assume the same will be true for the vice-chair.
