[Using Sakai] History log on assignments doesn't register if an instructor submitted on behalf of a student

Hello,

steps to reproduce:

1. Create an assignment
2. Submit on behalf of a student
3. See history

A quick look at the source (AssignmentAction) makes me think this situation
was considered, but I don't see it working. The "sent by" field registers
it correctly.

Didn't want to open a jira until I'm sure the bug exists and it's not a
case of me doing something wrong. I'm using Sakai version 10.3.
