[Using Sakai] [Building Sakai] Citation list queries

It seems in principle like it would be nicer to fix this than remove it, if
that was possible. (disclaimer, I'm not a user of the tool so my opinion
may not count for much.)

I don't see Citations listed in the Sakai Tools Survey (it's a core tool,
correct?).
