[Using Sakai] Forums and Timezones?

Thanks Neal--I added a comment to the Jira noting this issue also affects
other tools, like Assignments and Tests & Quizzes. For example, you can set
a publish date for an assessment that reflects the user time zone, but if
the server time zone is earlier, the assessment will be published but
inactive.
