[Using Sakai] Adding URL as Resource - URL Saved, Not Opened When Clicked

Hmm...without making any changes to our config, I tried another link 
that was in the site's resources section-- and it worked as expected.  
However-- it links to a site on the same domain as our Sakai 
installation, whereas the 'new' link is external.  Could that be why 
it's not opening?
