[Using Sakai] Adding URL as Resource - URL Saved, Not Opened When Clicked

I have a user that is trying to add a URL to the 'Resources' section of 
a site.  When the created link is click on, however, the URL is being 
saved by the browser, rather than being opened.

Is there a setting that controls this behavior?
