[Using Sakai] Enabling a user of type 'lecturer' to be able to create a new site

You need both site.add and any specific ones like site.add.project.

Can you raise a jira for the issue you are getting with the one permission
showing all options? That isn't correct. Also include the realm permissions
for the user type you are using.
