[Using Sakai] webdav not working on 2.9.x Windows 7

It was tested on Windows 7 and Windows XP, with Cyberduck, on 2.9.x and tested with Anyclient on 32 bit Windows (not sure if the Cyberduck on Windows 7 was 64 bit or 32 bit).
