[Using Sakai] move forum topic?

I thought from the thread at JIRA (MSGCNTR-241) that the ability to move a thread to another forum was implemented, but don't see how to do it.

Jun-2011: "This feature is completed and QAed, and is currently running in production at Stanford University."
But then there were problems in other releases and it was dropped? So is it gone?
