[Using Sakai] resubmit?

I agree. The fix to SAK-17892 should allow no-submission user to submit.

I just tested on 2.8.x and trunk code of assignment, and it seems like
the problem is NOT fixed in either places. I reopened SAK-17892 and
will look into the problem tomorrow.
