[Using Sakai] bookmarks in a link in a Sakai wiki page

How can I embed a bookmark into an HTML link in a Sakai wiki page?

I have something like this that works;
    h2 Daily Topics:
    See also: ~~ {link:Daily Topics Outline -Day1|worksite:/System/WebPages/Daily Topic Outline.htm}~~ (in Resources)

But although the link (from copying the URL above) of  .... "Outline.htm#Day1" works in a browser,
In Sakai it gives a "404 resource not found" error.
