[Using Sakai] Question about reading files in resources via URL

Apparently,  Stata, a statistics program can read in data directly from 
a URL with the http prefix - without having to download the file first.

|Here's an example:
http://data.princeton.edu/wws509/datasets//effort.dta.
The software is designed to read the data and store it in memory for 
analysis.  When the person uses the above address, the program works as 
expected.

/|A particular instructor says that if he uploads the file into Sakai 
resources, makes the file public, and then grabs the web address, the 
Stata software cannot read the data. The browser downloads the file and 
then it can be opened.

Here''s the question: Does a http web address to a file in Sakai act 
just like any other normal http server? or is there something different?
