[Using Sakai] Site templates and site types

I was stumped by the recent changes on the same file recently. Our
GradtoolStudent site type, as provided by the SiteTypeProvider, doesn't
show up in the list. I hence created SAK-22994, so that as you said above, "if
the type isn't one of these 3 types and the user has the general add
permission", the site type should shown.
