[Using Sakai] Submit button confusion in Tests and Quizzes.

Thanks. I think this is important to address.  I'm running a survey and 
4/15 participants submitted after only finishing the first page because 
they saw the submit button at the bottom.

Less important is that the buttons seem to change depending on whether 
or not you enter the test from a link or through the tool itself.
FYI We're on Sakai 2.7.
I could go on and on about user interface issues with Samigo.
